Norway
Norwegian funding. One adviser.
SkatteFUNN and Innovation Norway are the Norwegian schemes we work with most, alongside the Research Council's IPN grants for company-led R&D. All three are for companies registered in Norway. Here is what each one pays for, who can apply and how we work.

What each scheme pays for.
They suit different projects and can be combined within the state aid limits. We tell you early which one fits, and in which order to apply.

Frequently asked questions
Questions and answers.
Who can apply for SkatteFUNN?
Companies of all sizes, industries and company types registered in the Brønnøysund Register Centre and liable to pay tax in Norway. They need not be in a tax position. An enterprise in difficulty cannot receive support. See the Research Council's conditions.
How much does SkatteFUNN pay, and when do we apply?
A tax deduction of 19 per cent on up to NOK 25 million of approved R&D costs per company and year: NOK 4.75 million at most. A loss is paid out. Apply by 1 September for guaranteed processing in time for that year's deduction.
What kind of project qualifies?
The project must develop or improve goods, services or production processes, and you describe what is new. It must address an R&D challenge with no known solution, resulting in new knowledge. The goal, plan and budget must be clearly described. See the criteria.
What paperwork follows an approval?
You keep project accounts for every cost claimed and timesheets for all hours, signed by the R&D person and the project owner at least every quarter. An auditor must certify the project accounts. We prepare the accounts. Project accounts guidance.
Can a foreign company use SkatteFUNN?
By the Research Council's wording, yes: a company registered in the Brønnøysund Register Centre and liable to pay tax in Norway can apply, including a Norwegian-registered foreign enterprise. The eligibility pages do not mention foreign ownership, but ownership affects the size category: with its owner company, 250 or more employees or turnover above EUR 50 million counts as large.
What does Innovation Norway fund?
Grants and loans for innovative Norwegian companies with international growth potential. For innovation projects, R&D must be at the core, at TRL 5 to 7 or in exceptional cases TRL 4 or 8, and public funding will normally not exceed 50 per cent.
Can we combine SkatteFUNN with Innovation Norway?
Yes, within the state aid limits. If total public funding goes above the ceiling, SkatteFUNN support can be reduced or cancelled. The Research Council advises applying for the Innovation Norway grant first and SkatteFUNN afterwards, if there is room within those limits.
What about the Research Council's IPN grants?
NOK 1 to 16 million for industry and services, up to 20 million in themes, covering 25 to 50 per cent of costs by company size and work type. Partner company or bought-in research required. Industry call closed 1 October 2026; themed calls were open.
