Horizon Europe
Your place in the right consortium.
Horizon Europe is the EU's programme for research and innovation, with an indicative budget of EUR 93.5 billion for 2021 to 2027. Norway has been associated since 2021. Founds helps Nordic companies join the right consortium and write their part of the proposal.

How we help
Three roles. One senior adviser.
Your role decides the work, the budget and the PES support. We tell you early which role fits your company and, if you are Norwegian, what it costs after PES before you sign.
01
Join a consortium
Most calls need at least three partner organisations from different countries. We find the consortium and write your part: tasks, budget and route to impact. For Norwegian companies we also prepare the PES application.

02
Lead a work package
When your company carries more of the technical work, you can lead a work package. We write it with you, align it with the consortium and apply for the higher PES support the role carries.

03
Coordinate the project
Coordinating means leading the whole proposal and consortium. It is the largest piece of work, so we take it on selectively, preferably with a research institute as co-lead. We tell you honestly whether it fits.

Frequently asked questions
Questions and answers.
Who can take part?
Legal entities established in an EU member state or an associated country, such as companies and universities, can take part in most calls. Norway has been associated since 2021, on the same conditions as EU member states unless a call states otherwise.
Do we need partners in other countries?
In collaborative projects, yes: most calls need at least three partner organisations from different countries. A single start-up or SME with a game-changing product, service or business model can apply alone to the EIC Accelerator.
How strong is the competition?
It is competitive. In the programme's first three years, 19.9% of SME applications were successful, against 21.6% overall, and 166 Norwegian SMEs took part, according to the European Commission's study of SME participation. We tell you early if the odds are poor.
Is there support for the proposal work?
Yes, for Norwegian participants. The Research Council of Norway's PES scheme pays up to NOK 50,000 per proposal, or up to NOK 70,000 for a work package leader, once the proposal reaches the evaluation threshold. Apply no later than four weeks before the EU deadline.
Is it worth starting now?
Yes. The European Commission puts the Horizon Europe budget for 2026 and 2027 at around EUR 14.8 billion, and the 2026 to 2027 work programme holds the last calls planned under the current programme. A consortium takes time to build.
How does Founds help?
We assess which calls fit your company, find the consortium and write your part of the proposal. A second senior reader scores the draft against the published criteria before submission. If you win, we stay through the grant agreement.
What does Founds charge?
We start with a free 20-minute funding review and a written estimate. Our fees are small on purpose, so the funding goes to the innovation. You choose a small fixed fee for the proposal work, agreed upfront and invoiced at submission, or no cure, no pay: a slightly higher fee, capped, due only when the grant agreement is signed. We never take equity or IP.
Does Horizon Europe suit us?
If your project has a high degree of innovation and international potential, often yes. If not, there is usually a better route, such as Eurostars or funding in Norway. The funding review is free and tells you which.
